The area of the nine peaks has nearly 655 species of plants under 123 families and 415 genera. It has the most abundant plant resources in Shanghai.

Phoenix Mountain: Celtis sinensis(Cupressus funebris, Robinia pseudoacacia L.)-Rubus hirsutus Thunb(Cyperus alternifolius)-Herba Lophatheri, Poa acroleuca Steud.-Trachelospermum jasminoides colony: The arborous layer is dominated by Celtis sinensis, Cupressus funebris, Robinia pseudoacacia L., accompanied by Ailanthus altissima, Phyllostachys heterocycla, Ligustrum lucidum, Cudrania tricuspidata, Sassafras Tzumu, Vernicia fordii, Symplocos paniculata, Aphananthe aspera Planch., Celtis julianae Schneid, Glochidion puberum, Sapium sebiferum and etc.

The shrub layer is dominated by Rubus hirsutus Thunb, Rubus lambertianus Ser. and Cyperus alternifolius, accompanied by Ilex cornuta Lindl. , Rosa multiflora Thunb., Ligustrum sinense Lour., Serissa foetida, Zanthoxylum simulans Hance, Aucuba chinensis var. angusta, Trachycarpus fortunei, Broussonetia papyrifera, Rhus chinensis , Rhamnus globosa and other shrub species. In the shrub layer, there are also many arbor species, such as: Aphananthe aspera Planch., Phyllostachys heterocycla, Mallotus repandus, Symplocos paniculata, Robinia pseudoacacia L., Ligustrum lucidum, Ailanthus altissima, Lonicera japonica Thunb., Glochidion puberum, Dalbergia hupeana Hance, Cinnamomum camphora, Cudrania tricuspidata, Ulmus parvifolia Jacq. and Celtis sinensis.

The herbaceous layer is dominated by Herba Lophatheri and Poa acroleuca Steud., accompanied by Lygodium japonicum, Pieris multifida, Carex tristachya, Polygonum hydropiper, Plagiogyria japonica, Semiaguilegia adoxoides, Paederia scandens and etc. Interlayer plants are dominated by Trachelospermum jasminoides, accompanied by Ficus pumila.
